2001/02 STATE BUDGET, POLICY AND LEGISLATIVE AGENDA for NUTRITION ASSISTANCE PROGRAMS

The crippling reality of hunger in New York State is unacceptable and is reversible. Government has an important role in responding to hunger. Full use of food programs, made possible by adequate state support in the form of funds, policies and actions is clearly needed. The following outlines our agenda for state action:

Maintain and Increase State funding for:

NOEP - Nutrition Outreach and Education Program — increase funding to make program available in all counties of the state (+$2 million, to $3 million)

SCHOOL BREAKFAST - Increase participation through new School Breakfast Incentive Program (+$1 million)

SNAP WIC - Increase to support automation / administration / new initiatives ($4 million); Increase for outreach ($3 million) (+$7 million, to $38.3 million)

HPNAP - Increase to support rising demand (+ $2.2 million, to $25 million)

SNAP Elderly - for home delivered meals (+ $10 million, to $26.2 million)

Summer Food Service Program - continue and expand state per meal reimbursement (+ $2.7 million, to $6 million) & fund outreach and participation expansion (TANF) ($2 million)

FAP - continue Food Stamp replacement for legal immigrants (elderly aged 60 - 68) and expand to include any non-citizen children under 3, parents of children and all uncovered population. [note: TANF surplus funds can be used to support coverage of adults in families with children.] (+ 22.8 million to $31 million)

FOOD STAMP INCENTIVE PROGRAM Increase participation in federal Food Stamp Program through establishment of new local incentive program. (+$2 million)

State Policy issues

  • Expand participation in the Food Stamp Program through implementation of "best practices" at local districts.

  • Connect the CHIP outreach effort to Food Stamp Program outreach. Use TANF dollars in facilitated enrollment funding, to provide categorical eligibility for Food Stamps.

  • Food Stamp Waiver for Jobless Adults

  • Full State Takeover of Summer Food Program Administration
